I don't know what lack of neutral regions will do to world-gen, though.

Most likely very few if any civilizations would survive or get placed at all, resulting in allot of world rejections, maybe only elves unless you edited the entity's in entity_default.txt as I stated above. Or disabled "requires playable civilization" (but i don't know if you can do fortress mode in a world like that, only adventure as an outsider...)

I've specifically got elevation locked so that I can produce perfectly flat worlds (except for a bit of mountains for dwarves to spawn).  Apparently upping all the variance and 200 large/medium/small good/evil count, gives me a crazy patchwork kaleidoscope that refuses to finish generating a world.  Dunno what, but .07 is having hangups in worldgen where it just locks up for a while and then jumps to finish, so I can't really see what's failing yet.

Just back off the variances until you get something half-way sane. Maybe turn down the good/evil squares a little. And remember to up your max subregions setting.

Better yet, give dwarfs [USE_GOOD_ANIMALS] and you can embark with and bread your very own tame unicorns to get undead unicorn husks without having to worry about patchwork biome to get natural ones.

I added USE_GOOD and USE_EVIL for all the plants and animals and whatnot, and the world still won't place a dwarf civ on the tainted mountains...

Are the mountain ranges big enough? You need [USE_GOOD_PLANTS] and [USE_GOOD_WOOD] and [USE_EVIL_PLANTS] and [USE_EVIL_WOOD] also together, the animals is just to get them in embark, sorry. One without the other won't work, I forgot to mention this. (I had to use at least the plants and wood entries for good biomes).

Also I have not tested if you can use evil and good stuff in the same civ, you might be able to be only good, neutral, or evil, neutral. I do know neutral + good stuff work together.
