My current home civ does not know how to make shirts. Luckily, there's other types of clothing that counter the negative thought for not wearing a shirt

Low boots aren't FORCED, actually, they're just COMMON. I don't think anything is FORCED in any of the vanilla entities. I think that the game does checks along the lines of making sure that an entity always has at least one available piece of foot armor, though, so I don't think it's possible to ever end up with a civilization of poor little shoeless dwarves.
This is part of the way it works.

At the COMMON rarity level, a civilization will always have at least one piece of armor for each body part for each ARMORLEVEL. For instance, a dwarf civilization will always have at least one of gloves and mittens, but not necessarily both, because they have both of those types of ARMORLEVEL:0 hand-armor pieces at COMMON rarity. They will always have gauntlets, because they're the only ARMORLEVEL:2 hand-armor piece. Low and high boots are both foot armor, are both at COMMON rarity for dwarves, and by default are both ARMORLEVEL:1, so you get at least one of them, but sometimes both and never neither. You can have low boots without high, high boots without low, or both low and high boots available.

This was the beginning of the dwarven obsession with socks.  Before this, socks were plentiful in dwarven kingdoms across the land, and the bearded ones paid little heed to what adorned their feet.  But after the proud citadel of Nogrithog destroyed itself in a terrible civil war over a dispute concerning sock shortages, the production of which they were completely and utterly ignorant, the entire dwarf race everywhere in the universe vowed to never let this happen again.  Dwarves made sure to stockpile woolen, silken, and even cloth footwear against the unthinkable happening ever again.  Children were frightened with the story of the Great Sock War even before they stopped suckling at their mothers' breasts, to indoctrinate them in proper sock hoarding behavior, and to frighten unruly children into better behavior: "If you don't stop pulling Catten's braids, Sibrek, all the socks will disappear!"  So great is the dwarf's fear of a sock shortage that they will sacrifice their own well-being and even lives to make sure that even one single sock will not be overlooked.  It is unknown how such an utterly primitive race such as dwarves could possibly know how one dwarven civilization in a remote and utterly important continent on a forgotten minor world destroyed itself on every other world that dwarves live.  Most believe that this is once more the touch of Armok on their sodden and constantly intoxicated brains, so they may serve up to him the blood he so richly desires, and all know Armok cares not for whence the blood flows.
