It's standard to go over the usual causes when dealing with frequently (frequently) reported issues.
And if the [POPULATION_CAP:200] [BUT_NOT_REALLY] issue were documented in the wiki, you would have a point. But as it's not (the section for the Init files is actually totally empty), newbies should be given some leniency for thinking that they're the first to encounter a possible bug. Heck, I was about to start a thread on this myself before I took the unprecedented step of actually searching the forum for related topics.

I have a POP CAP of 200, but my fortress is now 279.... 96 children.  And more babys being born as the children grow into adulthood.

Do you still get migrants?  If you do, that would answer the question of "do children count toward baby-cap and pop-cap, or just the former".

My pop cap: 120

Current dwarf amount: 123

I think it's working just fine. Never had a problem with getting migrant waves very far over the top.

They must think injustice absurd; above all, they must think it startling. They must retain the violence of a virgin astonishment. When the pessimist looks at any infamy, it is to him, after all, only a repetition of the infamy of existence. But the optimist sees injustice as something discordant and unexpected, and it stings him into action.

DF does not ignores max population, he only uses it in a kind and liberal way. It is a bit like grandma's:
"Do you wan't some more?" question, there is no way you avoid that last ladle of food, even if you say "No" you will get it ... just be prepared and say no before, like two or three ladle before the actualy wanted quantity

Just build some magma casting chambers and put some burrows in there, you can selectively immortalize your most "elite citizens" for all eternity after you churn out a bunch of obsidian statues lining your adamantine paved road of immigration.

The pop cap is in your hands...

Yeah, this isn't exactly rocket science. A simple search for 'population cap' will bring up dozens of threads mentioning this very thing.

For reference: Your population is reported by the liason/caravans. If your population is below the cap as of their last report, you will continue to get migrants until the next report is made, and as lategame migrant waves tend to be 20-30+, this can put you a long way over. As is commonly mentioned, the simplest solution is to set the popcap to 20-40 lower than what you want, especially if you're in a dangerous embark with little assurance of liason/caravan survival. Though yes, it probably needs to be mentioned on the wiki, along with Luna knows how many other things.

So am I interpreting current wisdom correctly when stating that even after you have reached or exceeded your population cap, dwarfs will keep having babies, and so, barring death, the fortress will continue to grow in perpetuity?

Yes, if you allow them to have babies.  Which you can disable.

Max population seems to be entirely bugged now, migrant waves will arrive to double the supposed max limit reliably.
