Feeding on civilians

Is it possible to feed on civilians without committing a crime and getting everyone after you?

Sure, if they're sleeping and you don't have companions. Curiously, none of the people I did that to in my last adventure seemed to die.

Don't do it in front of members of their own civ. Also, you can feed without killing the person if you feed frequently.

Yes. Grabbing a bandit by the throat, strangling him, and sucking him dry in front of all his buddies is amazing.

Surprisingly I had no problem to feed with my companions watching me. And I´m quite sure they were from the same civilization, I picked some of them up only a stone throw from the hut where I got thirsty.
