Updated again; fixed a minor bug that made 2/3 of the civilizations not be in the game at all because I never wrote them.

My last attempt at contributing failed, but with this back I'll try to write SCP-939 now that I can into creature modding (kinda.) It seems like it'd be possible to implement with a fair degree of accuracy, and it presents a reasonable danger.

Edit: Here's SCP-966, because I couldn't figure out how to do 939 properly. I don't know how common they should be, so I've left things like population and clustersizes up to you.

Is this compatible with Phoebus?  And is there a guide I can follow for installing mods? I tried to figure it out and ended up with some files that were the wrong type or something and caused most of the mod to not take effect.
