You import it. I've yet to add a method to make it.

SCP-173: http://www.scp-wiki.net/scp-173
Possesses a frozen and unfrozen caste.
Frozen caste: [IMMOBILE] + Basically as many tags to make it as harmless as possible
Unfrozen caste: [SPEED:0][EXTRAVISION] + As many tags to make it as lethal as possible.

Provide every creature with eyes an interaction that transforms SCP-173 into an immobile statue (different caste in its creature file). Something like this.
Spoiler (click to show/hide)

On the creature with eyes would be this interaction;
Spoiler (click to show/hide)

The result: If a single creature with eyes is present, it will freeze 173 for about 10 ticks...then blink, freeing 173 for 2 ticks (depending on transformation times). Having speed 0, this pretty much lets 173 murder that creature almost instantaneously if close enough. If two creatures are present and catch sight of 173 at different times...they should be able to keep 173 in vision constantly barring any unfortunate...lapses...in timing. And so on...

Mother of... This is fantastic! Now, we can keep 173 from moving at all by using this. Now, somebody make 173 itself.

Working on it.

I raised the MAX_TARGET_NUMBER; I don't want someone to not look at SCP-173 because they happened to be looking at a cat next to it instead.

EDIT: *suddenly realizes what I didn't realize earlier*

...

oh well that doesn't really matter

EDIT 2: I did, however, raise the wait time to 20. 2 ticks is enough for 173 to move or attack for 2 turns, which isn't really that effective.

You're looking at a modder's attempt to bring the SCP series to DF.

SCP (Secure, Contain, Protect) is a collection of short stories on fictional anomalous objects, typically named SCP-XXX, where X = number.

173, also known as The Sculpture, is one of the many objects in the SCP wiki. If you've seen the Weeping Angels from Doctor Who, then what 173 does is very similar to it. If you don't, here's what it does:

Runs and moves very, very fast,
Only moves when no one is looking at it,
Kills people by snapping necks.

Of course, my shoddy description won't do 173, and the whole of the SCP series justice, so here's a link.

SCP wiki has been worse than TVTropes to me.

Aah, I thought it was from a tv-show or something that I had missed...

Can DF handle a Tardis?

Oh shoosh you, 173 is older than the weeping angels :P

And then time of angels actually managed to turn them into a total ripoff...

Say, how does 173 even work? When I try it in the arena, it just gets pounded horribly unless I pick it in the "alive" state.

Pick it in the alive state and spawn a foundation personnel (any of them, agents, researchers, D-class, nothing [need to fix that nothing]).

(I didn't give any non-SCP mod creatures the interaction for looking because I didn't want to replace every damn creature file in the game)
