Answer: (i) Bases don't have innate stats, like others do. For example, there could be a herb that has an attribute of 'Poison +2' or 'Poison -1' or 'Poison 0', but bases are always 'Base -'.
(ii) Two or more different bases create a special effect. The exact type of effect should either be deduced (which is probably impossible) or found out through research.
Therefore, 2 snowberries does nothing, but 1 snowberry and 1 Weeping herb does something.
(iii) Not including a base at all makes the potion... !!FUN!!.
(iv) 2 bases and 3 bases have a different special effect.

Fluff-wise, bases catch and stabilize the power of other herb effects. This effect can especially be observed in bins of old herbs - the bins with base herbs have more herbs that are still viable, while the bins without base herbs are just bitter leaves.
