Kairo is a Mercenary working with the Rebels currently,
Quercus and Nathan are both Mercenaries working for the Rhoduarian Military (So they're with the (Loyalist) Militia)
Drash and his squad (Also Mercenaries) just happen to be in the jungles, they aren't currently working for either side.

If your broke, Drash wouldn't be any use to you either. You won't get shot on sight, but without a clear objective and something of value, not likely you'll be able to hire him.
