You could try raising the trap hallway one z-level, as you did with the cistern floor.  You could also test whether pressurized water dropped into empty tiles at "lake level" will still work for your pressure-washer trap.

While a save-file from 2009 is available, adding your save to the mix should improve the changes of getting this fixed, if it is actually considered a bug.  more data almost always means a better fix.
