Population max

If I change the pop max in the init file and my fort fills up to max (or over due to those damnable migrants) and the change the init pop max again to something higher can I still recieve more migrants? Or is it a one time deal? (usually I play with it at 60-80)

You can change it however many times you like, all you have to do is save your game, quit, and load it up again for the changes to go in effect
