I made that mistake before. It can get in the Library at any time. It just has to be a month old to be eligible for Votes.

Actually I was just procrastinating and being facetious, but if someone made a googledocs or equivalent spreadsheet that could be edited with tracked changes then people could periodically update this (people could take turns to do it every 2 weeks, for example) and then send the updated OP to Sky to post.
