How would I make my own tilepack?

In general, the "guide" is examples, but the wiki has a page on tilesets.

In [DF]\data\art\ are the character sets that come with the game; a non-square tileset is tricky for beginners, so I'd recommend you start with curses_square_16x16.png. Just copy it to a new file, open that in a graphics program, and start changing pixels :J A lot of the entries have hardcoded multi-use(for example, barrels and screw pumps), most of which fails at semantics, so if you make drastic changes you may find situations where the new tile is hilariously inappropriate.

For creature tiles, much of the same applies — there's an example with lots of comments in [DF]\raw\graphics\. However, there's two steps, adding creature tiles to the image and using those tiles from the graphics file. Since you'll be adding size to the image to make room for more creature tiles, you'll need to adjust the [PAGE_DIM] tag to match each time.
