Is it normal for waterfalls...

...to lose water gradually as time goes on? My waterfalls always need periodic refilling, which is tedious.

Edit: I mean dwarf-made waterfalls constructed with the use of pumps.

Yes, it is normal for any pump system to produce 1/7 tiles of water somewhere in the system, and these tiles can evaporate.

It's very, very tricky to avoid the chance of 1/7 tiles appearing in a waterfall system.

The best way to deal with the situation in an automated manner is to have a "pond" zone that feeds into the waterfall cycle.  When the pond is full, all is well in the world, when your waterfall starts losing water, the pond zone calls for dwarves to refill it.  As long as they're not getting the water from the waterfall cycle, then it'll be self-filling without the tedium of manually ordering dwarves around when you notice it.

Or you can fill and drain from an aquifer, which is an infinite source and sink.
