So I was about to prepare an embark, and got to the point of choosing which civ I wanted to be a part of. To my surprise, I found that one of the civs had half of their area highlighted as FOREST RETREATS. This being suprrising, I decided to go poke around in legends.
The Slippery Boats had a long history of conflict with elves. Both The Bejewelled Hail and The Responsible Canyon repeatedly offended dwarven sensibilities by their savage devouring of the civilized. The Responsible Canyon was fought in The Molten War of 26, The War of Splattering in 49, and The War of Roars in 83. The Bejewelled Hail fought The Savage War in 36-38, The Cremated Conflict in 49, The Ferocious War in 72, and finally, the great conflict of dwarves, The Conflict of Thunder in 94-96. In this last great war, 17 FOREST RETREATS WERE OCCUPIED, WITH DWARVES PLACED IN CHARGE OF ADMINISTRATION. The dwarves had very little help in any of its conflicts, with the goblins of The Hex of Veils attacking The Bejewelled Hail in The Savage War in 38, The Cremated Conflict in 49, and The Ferocious War in 72, each of with was only a single battle, all over disputes over agreements. In addition, the humans of The Nation of Troughs fought a short single battle war over the devouring of sentient beings in 96 as the great war was dying down. In the end, The Bejewelled Hail was left with only a single forest retreat, and The Slippery Boats was left dominant in the region. Who knows what would have happened to The Responsible Canyon with the now great Slippery Boats having power over many elves, possibly forcing them to fight their kin, had further time been allowed to pass.
Edit: Three other forest retreats were destroyed, and the one that the elves got to keep was pillaged early in the war.
