Does Sniping work for any character? How would you get a Battleweaver, for example, to be good at sniping?

Well, how are your character's stat attributes set up? If you don't have enough dex/accuracy, you can probably shop around for a Conjure Laser Gun spell and a Use Your Magic Stat For Accuracy scroll. Find yourself some elderberries to buff your clothiering skill, make yourself something for your magic stat, and you should be able to make it work.

Check the second page. A +5 Longbow/Crossbow of Sniping lets you get a range increment just like someone who is proficient in it, and also increases critical damage to 5000%.

Of course, you will always be worse than a true Sniper.

Okay. So what's a good sniper build, then?

You take any class that gives you proficiency in ranged weapons, class to Sniper, and go straight. Recommended race/template would be a race with good eyesight, and a template that gives you free strength. Dexterity decides your damage, but high Strength is needed to actually fling your arrow there.

Extra items that help are the Unfolding Stepstool, Self-Supported Ladder, Magic Ramparts, and actually any item that increases your height.

Hmm, I guess that would work. I think the target gets a miss chance if you are moving though.

Daaaaaaaaaaaaaaaaaang, the Dust Mage Support Lower Ultimate move 3G is amazing. Absolutely nothing can see me, I can see out, and I can even use the cloud to attack.
