He's got a cast on his right hand.  Was in the military, I took him out hoping to put a stop to the spam.  No dice.  How do I shut him up?  I tried getting him to go pull a lever but he's just sitting in the food stockpile complaining.

disable all his jobs included cleaning, if he is reasonable in your terms make him a new mayor (likes, dislikes, and such other things).
if he isnt, put him in a borrow, cave a floor over him and make a shameful memorial in his dishonor.
thats what I did to the last midget that didnt think through and grab everything with his mouth.

I had one before, it stopped the clean self cancellation spam, since that falls under cleaning.
I hope he was trying to clean himself, I dont quite remember it.
