Which can also be avoided by not bothering with the "justice" system and getting mandates finished in time. :P
It's a lot easier in this version than previously. "I mandate 3 slade items" for example, was one of the more memorable reasons for convincing people to arrange Accidents.

Or you could just build an overly large prison to deal with sudden major influxes (tantrum spirals) of criminals.  I've found that I've never filled my 30 dwarf prisons.

Oh, I know, but that's no excuse for incompetentence now.  :P Certainly not because you can choose who gets to make mandates. I got a mayor which I didn't have any influence on but she's mandated a few dozen war hammers over the years and I've got a countess who likes picks and figurines. All of which supremely easy to make. Even in a fort low on wood and magma-less. :P

I've 197 dwarfs, a countess, a mayor, no hammerer, no jails and no crime. :P
