One of the by far most effective methods is setting the g_fps in the init file to 15 or lower.

keep item count down.  Smash food stuff (but it's better to just stop producing than smash as that can lead to tantrums).  smash goblin clothes, smash stone, smash everything you don't need.

I recall some science done on this. The FPS recovery was insignificant if noticeable at all when someone's old fort did this treatment. It certainly makes sense that reducing item count should save FPS but it's not the biggest cause for FPS deterioration. Pathing and fluid movements are the biggest culprits I believe.
