How to get Dwarf shops selling small armor?

I've recently taken a liking to adventure mode, and would like to be able to play as a dwarf with more armor than the odd leather armor and metal helm found on goblins.

I've worked out that I have to make dwarves spawn in cities in entity_default.txt, and in order for them to make cities that are large enough to have shops I must make them prefer cities. This gives large dwarves cities with shops, but the shops only sell large armor - and only iron, no steel. I know that steel is enabled for the civilization because I can spawn an adventurer in that civ with steel equipment, occasionally.

Does anybody know how to make dwarven shops sell appropriately-sized armor, and how to make them utilize steel?

On a side note - I am finding these dwarf cities extremely tough to navigate because being located on a mountain precludes usage of quick-travel. The only way I can think to fix this is to change their biome, but I have no idea how the game will react if I change them to another biome (or even which of the tens of biome-referencing entries in entity_default actually needs to be changed). Does anyone have experience making dwarven cities that are easier to navigate in adventure mode?

Bumping back to first page - surely I'm not the first to want to play Dwarf Fortress as a dwarf and actually have equipment for my adventurer?

I've found lots of forum posts that say that you can make dwarven shops that sell dwarven gear - that all you have to do is make dwarves live in cities. None of them include specifics so I can't say if this was ever true, but it's certainly not true now that that's all you need to do. I can generate cities with shops and fortresses, but the fortresses never have steel equipment and the shops sell 100% large-size gear.

I'm sure this is a bug, they should sell the armor that they use, according to the development log.

Maybe that the dwarves never died and everyone is just shunning them.

I attempted to generate proper behavior.

I ended up with mysterious dwarven cities full of naked merchants who owned countless import shops with nothing in them. They attacked any adventurer on sight.
