DISCLAIMER: This is an experimental game and quite possibly will not advance very far.

I am the Divine Emperor. I've been blessed with a million square hectares of land by me. I will claim half of this area for myself, and the other half will be split by the first two who wish it.

Discoveries and Tech Tree stuff
(Green is available for everyone; Teal you need to pay tuition to the Grand University for it to be unlocked.)

1)Powerful Keystones have been found in the ground! They can be traded to your particular lord for units/buildings/miracles/tribute, or given to vassals as inticement, payment, or some other such reason. Cost from Emperor:
2)Peasants(plus shacks). Cost from Emperor: 1 Keystone. Req: 1 hectare.
|--Can muck around in Keystone mines to search for Keystones.
|--Can harvest Shimmerweed.
|--Can harvest sticks from forests.
3)Keystone Mines. Can be worked for Keystones. The more workers per day, they more Keystones you can get. Cost from Emperor: 10 Keystones. Req: 1 hectare.
4)Small Farmlands. Feeds up to 10 inhabitants. Cost from Emperor: 5 Keystones. Req: 4 hectare.
5)?? 45 units of Shimmerweed latex needed by The Grand University.
6)?? 45 units of stick bundles need by The Grand University.
7)University. Can teach your vassal technologies you know. Cost from Emperor: 10 Keystones. Req: 100 hectare.

My Immediate Holdings:

500,000 hectares in my name.
250,000.000...001 hectares in the name of King Twi.
249,999.999...999 hectares in the name of King Nirur.
250,000 hectares unclaimed as of yet.

Rules of my Fief

1) All who live in my lands must follow my rules and my voice. (I settle any disputes, iow)
2) All vassals can create rules of their own to be followed by inhabitants of their fief only.
3) All vassals may, in turn, divide their land into fiefs to be taken over by more vassals.
4) Should a feudal Lord become inactive, his lands are reverted to my lands. And stuff...
5) All research not given freely must be learnt by your immediate lord's University.

I will, of course, be willing to settle for less if this is not feasible.

EDIT: This post is being used as an explanation of the Grand University's hiring (read: vassalage) procedures, since it's close to the OP.

Lord Twi the Wise divides up his nobles according to their area of expertise, henceforth referred to as Department.The highest noble in the Department is the Department Head, who oversees all other such nobles. These, of course, correspond to actual departments at the Grand University.

The current list of Departments is:

Military Science (Headed by mcclay)
Biology
Geology
Physics
Engineering
Creative Arts
Practical Arts
History
Culture
Mathematics
Literature

The Scholar-King also has an administrative/management 'Department', which corresponds with a Human Resources-type department at the university.

The University decides most of its actions relating to people with a 'peer-review' -like system. Each department head, as well as the Scholar-King and head of management, casts their vote on the subject, although the Scholar-King has an executive-type veto power that can in turn be overruled by an agreement of 11 of the other members of council. 
In light of the current shortage of Department Hds, the Scholar-King decides all issues himself. 'Peer review' will take effect when there are at least 2 nobles in the University.

Taricus can have some land, but he (or she if that is what you wish) must occupy a position at my grand university in order to do so, per standard procedure.
I'm working on writing it out.

Same for anyone else: I am building a grand university as my palace! To become a noble, you must apply for a position and be thoroughly peer reviewed (read: faculty vote.) If you get in, you will be granted a specific parcel of land based on that position. Each department head can also grant extra pieces of land to particular members of their department.

I am King Nirur. I shall give five dukes each 30,000 square hectares of land. For the time being, the other 100,000 shall remain directly under my control.

All dukes will be expected to grant me a tithe, and send armies to fight under my banner in the event of war.

Here, leaders and scholars are one and the same. Plus, you don't have to have any actual credentials because the voting group consists of precisely me.

But I am content to wait for now, at least on the issue of scholar-nobles. If I don't get any, I may have to ask the Divine Emperor for some.
