so one of my dwarves just mooded a bow, but arrows are foreign ammo.

so my question is this: Is it possible to make them craftable by dwarves, without a regen?

You'll need to regen if you want to make arrows. However you can just make bows shoot bolts without any regen required.

go  data -> save -> regionx -> raw -> objects

Open the file item_weapon

Or buy arrows from caravans.

You could also take an obscure reaction you're not using, like "glaze with tin" and mod it to occur in the craftsdwarf shop and produce arrows.
