Is not the 4th dimension time?  I'm not sure how that'd work into your plans...
Spatial dimensions and temporal dimensions are counted separately, so no. No it is not.

Are they 4D that strangely occupy 3 tiles?
Or are they powerful 3D objects that push things into the 4D world like water?

Ballista arrows are, for some reason, 3 dimensional. Who knows why the dwarves build them that way...

So, it's like the Calculus problem of the Horn of Gabriel, you could fill it with paint, but you couldn't paint it.  Now that's !!Science!!

It's due to the way infinite series works, and while it has finite volume, you can't completely fill it (the first drop of paint never reaches the bottom).

Ballista arrows are, for some reason, 3 dimensional. Who knows why the dwarves build them that way...

I think they are 2D as they cannot act upon things up or down from the point of origin in 3D space.

Ballista arrows are, for some reason, 3 dimensional. Who knows why the dwarves build them that way...

But then they wouldn't be able to interact with 3D objects at all! Also, they eventually fall to the ground, which a 2D object couldn't do.

Actually, they can.  A 2D object is like a sheet of paper and can pierce right through a 3D object.  That's how Flatlanders trap an intruding 3D being in their universe.

That said, even if the balista bolt (or anything else, for that matter) completely severs a limb off a 'dwarf' which is actually a 4D being, it's not actually that injured.  It's like drawing a stick figure on your arm, then taking a knife to him: he's severed in half (you just have a small cut).

I suppose they must be.

Although... there's always the possibility that they're 4-dimensional creatures that just decided to fuck the rules and project into more than one tile.

Which is pretty much true.  We do see them collide with the terrain and vanish, but they don't leave anything behind.  Do they?

Unless...the ground is 2D also. :o

I suppose it's 3.5D, meaning it's in a layer between the 3- and the 4-dimensional worlds, which is why dwarves can't touch it. It's normal rock that is slipped between dimensions by the heat of magma.

And about ballista arrows again... I believe it's because of the components and dwarven handicraft. The metal head, the feathers (not included in recipe) are connected by different pieces of wood, which all are connected in 3D but are actually separate 4D objects. The 3D connection holds together the 4D damaging power. At least, that's what I think...
