Wall it off, build fortification slits to let the soothing mist through.

Forbid the mountain of socks at the bottom.

Designate a high traffic path along side the river leading to an entrance at the top, wall off the river near the top.

This is the setup of my recently abandoned fort... Every single goblin and troll approaching my fort followed the high traffic path, and dodged into the river and over the falls when they got close. Was quite fun to watch:p The walls near the entrance kept my dwarves safe, and setting fishing zones on the murky pools kept the fishers away, as well.
