I had an idea: Libraries (and later, universities) produce a resource called inspiration, which is used in large quantities to build high-end buildings and some special buff-granting buildings, like a fountain of health giving +25% hp to units built in that city. Gives the library a reason to exist other than as a stepping stone to new buildings, and gives another way strategies can diverge.

Also, I'm thinking the "build a city and immediately build spearmen" tactic that's been popping up is kind of silly. (Not cheating, of course - I nearly did it myself. Just strange.) I might want to add a 1 labor "training field" building or something to slow this down.

Any comments?
