Why not have a tech tree but the GM decides the tech discovered. Although different groups should have different techs available to them.

Perhaps, although most of the tech advances are rediscover rather than true research, also about how far in the future should this be, about the year 3000? Ill have to determine the size of the galaxy the humans control based on this.

Could there possibly be a viral civ? Great at reverse engineering and expanding but can also be easily killed off they take a long time to get any science done. Like the creatures in Greg Bear's Blood Music sort of.

Perhaps as an Alien civ, although I was planning on having the aliens of the setting be mysterious and generally, not bothering with humanity now that they have fallen. although, an alien virus might have a hard time jumping to the human species without technological improvement

Now for the size of the game map,  all stars within 10 lightyears are available

most stars within 50 lightyears

about 1/10th of stars within 100 lightyears

a few stars within 200

Would it be possible to have mixed colonies? Such as having humans and 'roids in the same colony?

Mixed colonies will be common however, many colonies will have a predominance of one type.
