I have in my mind a beam that makes the target attract all electricity nearby.Its cheap as hell and invisible to the naked eye.Its needed for one of the electric weapons that are at our disposal ,useful for planetary defense and offense.

You could try to bombard the enemy with electrically charged particles( Positivilly charged btw). Problem is the effect won't last long, it won't work well inside an atmosphere and it'll probably won't be very cheap. Using it in the atmosphere would result in a severly diminished effect and an inexplicable increase of lighting strike to your position.

Also there's a problem with the beam and the ship that fires attracting the power even more then the thing it fires at.
Also in space the beamfiring ship is the only ship that can benefit from the effect since there's no connection between the enemy and the others.

Invisible
No ammo use
Contra:
Space only(more or less)
Large power use
Magnetic fields delfects particles.
