But I have food in the food stockpile! Whyyyy D:

It's accessible, too. Plump helmets galore, beer biscuits, etc etc...

If there's clearly food to be had, then he's having trouble pathing to it.  Look for an obstruction.  Could be:
  • An ill-defined burrow.
  • A locked door.
  • Your stuff may be forbidden.
  • A dwarf or dwarves may have constructed themselves onto an unreachable ledge.
  • A dwarf or dwarves may have become trapped in a pit.

Zoom to the dwarf who cancelled the job, and find the dwarf that's starving.  That should help you identify the problem.

The quality of feedback given by this game is truly pathetic, especially considering the level of detail. Considering the maker can't even figure out how to make a mouse useful, I guess it's not too surprising.

No.

Is all your food claimed by the military?

No.

Trying to feed a herbivore animal?

No.

However, all these have been more useful than the actual error thrown in-game, saying merely "Urist cannot give food, because you have no food," which is not only extremely lacking in detail (Which food was he trying to give? Where is it? Who is he trying to bring the food too?) but also blatantly false.
