I saw this:

That is 2 Z levels above ground, and they keep dropping and going back up... bug?

Obviously it is a display of their superiority to your dwarves. Now build them that sacrificial temple they asked for.

THE LUNGFISH ARE COMING, IT'S HAPPENING AGAIN

(They've been given flier tags to indicate their ability to jump. That, or they're still psionic vermin fish hell bent on destroying all things good and beardy).

I think it's the way towns develop now. In the beginning, people move into a town. Then they start producing tables, which results in more and more tables. Soon tables represent a significant portion of the population, they start lobbying for new laws and regulations, putting people to greater and greater disadvantage...

an interaction that gives flier for a short period of time (like enough to go a z-level up for instance), would be more appropiate, then again the evil toad mastermind is distracting us while he works in the background...
soon we will find [construction_destroyer:3] and [fortification_bypasser:2] sieges, and jumping goblins are helpful either.

well, good to know it was intentional on placeholder level
