It cost 1 influence to make the population do what you want.  Unless you ask your hero (I don't know what he is to you) to use his influence, your limited to 2 actions, which could be making both pop work, or making one pop work and doing something else with your influence.  If you don't do anything to the pop, they'd do whatever I tell them to do.

Going with 1. still
Scratch 3. I just won't use much influence this turn I guess.
As for 2..
Reword it too:
2. Encourage the people to work harder for the betterment of themselves and others, and so cut more wood and do so in a fashion that produces better quality lumber.

The quality is affected by what it is, not how you cut it.  I can do more though, +1 harvest rate per influence used in speech.
Unless you're verizon and we have influence roll-over plans, I'll put 3 influence into #2.
If we actually do keep unused influence and add it to the next set of influence we get (whenever it is we get new influence), use only 2.

Influence is reset every turn, you can't store influence.

Gonna have to work out a resource depletion system.

Simple one, Foraging (lumbering, hunting) lowers the population of said thing for 1 week (turn) making it un-usable.  If you use influence to get more at once, it's another week per influence used.  So while you can get more stuff quickly, you'd get more if you waited.

So if you go gung ho on the cutting of the tree of your choice it'd be gone until next month.  (or longer if I see fit)

This makes farming viable instead of just picking berries in the forest every week and surviving, now you'd have to wait every other week, but you have other plots of land of course, population will eventually be too much for that though.

That's cool. 4 weeks worth of not being able to cut lumber is fine- There are more important things to deal with, and what's a hero if not a conniving piece of shit who indirectly forces the direction of an entire nation?

That kind of screws me over, doesn't it?  I need 1 food per population, right?  Those fruit trees are the only safe food resource I have that is + 2.  I assume it will take a week to make a farm.  Besides, it takes months for crops to grow, so farming won't be productive for many turns.  Also, I would like to pick influence for my hero this turn, because he is at work, and it's holding the game up.

Your surrounded by forests, when you say, I harvest the fruit from the trees, your only harvesting from one hex, all the other hexes still have there fruit trees, plus you have 4 food stores, so you can go two turns right now not getting any food.

Mountains or The hills you can't visit both.  Mountains have 1 ore 1 stone, hills have 2 ore.  You can prospect one of those.

Adwarf-

You need to be specific of what and where for both things.
