I'd like some justice here.

So what happened to old good dwarven tradition of making unhappy dwarves feel even worse?
My fort is now in having a bit of riots, dwarves go waagh and injure each other but justice screen remains empty except vampire deaths. I've assigned captain of the guard but no one is handling out free tickets to hospital where they could enjoy simple things like being fed, and no one chains them to the ropes so they couldn't harm civies when they snap.
Common, vampires only aren't enough to fill the jail.

Yes, the problem is that crime seems to go unregistered, they kept toppling depots, slabs and workshops but no one was accused of building destruction. Did anyone else experience this?

Ive actually dealt with this by setting up the captain of the guard by a highly furnished area and when ever someone did something, they got registered. The main reason its not working is because no ones seeing them do it OR everyone is cheering eachother on.

Hive-mentallity of a riot. The more rioters there are, the less likely it is they'll be registered. With only a Guard Captain and Hammerer to deal with it, they'll keep smashing things.
Draft any sane dwarves into the guard, take down the retraints.

The guardsmen will gear up and dispense justice accordingly.

Does this imply that having "civilian" soldiers on in-fort patrol is effective means to fight crime?  Sort of, having a police squad under the sheriff that runs around or stations near high-crime areas?  Particularly, the farms, the big workshops, the dining hall, etc?  This would encourage larger populations as you now have to supply a security force.

How so? The fortress guard will gear up and beat everyone's ass for the trouble they're causing.
