And pitchblende hammers in weak, unskilled hands shatter bones on the first swing. WHat's your point?

It just makes miners twice as dwarfy.

All I use anymore is miners, keeping around 2-3x the picks as I have miners (usually 60+ miners): One for their civilian role, one for their military role (because of the hidden mining civilian uniform).  Set them to rotate 1 month civilian, 1 month training, 1 month "stationed" (staggering different groups, so I always have ~20 as civilians).  "Stationed" referring to danger room, usually.  Strike the ANYTHING.
