So, I had a WereMammoth Child attack my fortress. He killed a dwarf, swam in my moat, drank some blood, and just left as a goblin child. should I be worried?

Not really - as soon as the moon changes he has reverted to his usual state (goblin child, it would seem) and scarpered.

Would he be hard to kill if he does comeback? He's only a child, and one of my dogs had already ripped off one of his arms

What is the usage of blood sold in barrels?

In the vanilla game, none.  Them showing up at all is a bug.  You can however add [EDIBLE_COOKED] to blood to make them usable as cooking ingredients.

Do building destroyers go after paved roads, or can I have one running the length of my map with no problems from trolls and the like?

lowered bridges can be destroyed too it is said, but noone can really confirm it since creatures prefer to walk over them instead of destroying their way into the fort.

I really need tips for surviving an evil biome, so far two dwarves became husks, one of which crippled both my military dwarves (tore tendons out of their legs) despite being horribly beaten and cut and stabbed in the brain and spine broken and so much damage done.

so basically i'm 4 dwarves down at this point, how do i salvage the situation?
