The USA probably counted in it's very early incarnation under the Articles of the Confederation. It was also a massive failure in many respects.

Not so much after 1787, when the US Constitution was adopted.

I was thinking the same, but I couldn't say with much conviction.

Apart from the crisis with the euro, the EU has been very good for its member states. It's provided a lot of stability and economic benefits, and being able to move through most of Europe while retaining most of your rights of citizenship is also, pretty damn nice.

Now they just need to extend those rights to Americans so I can move there.

The government here gets annoyed when the European Court of Human Rights gets involved with things, but really I feel like most of its decisions have been good.  Like with the recent Abu Qatada thing it's making the government do what it should have done a long time ago - make Jordan give binding assurances that the trial won't use evidence obtained by torture and deport him.  Rather than just detain him indefinitely.

Yeah, I'd say the USA does not qualify, but the HRE definitely does. It's also a perfect example of how not to run one. I can't see one popping up in NA though, because of the whole "America, fuck yeah!" thing.

I think it's kinda' the point that there already is one in north america -- the NAFTA (Mentioned in the OP ). Which the US is part of. It's primarily trade, but it still counts.

It's really not an organization in that there is no parliament or any discernable superstructure, really it's just a treaty, and a pretty weak one at that. (See: Softwood lumber dispute)

I belive that eventually there will never be one country.  According to my logic in that people like to control themselves and each other, and do not want interference in putting in their ideas, and nukes killed any major threat of war, eventually these superanational unions will become like a state for a bunch of nations.  These superunions could possibly create more and more unions until *space travel allows contact with other races*.  When we meet other races, the gloves come off and war is very likely to occur.  By the time these unions have happened and be permanent we will have reached technology singularity, which is probably an asymptote. 

EU is a very weak version of what I predict. 
I think UN is a much better example and I think I know more about it, though I'm probably wrong.
