Queen Consort

So I start a new fortress(34.01) and I'm happily playing along and then  my first migrant wave comes along. I look at them and I see a Queen Consort...

Isn't that part of the Monarch position?

That is weird!  Maybe the monarch died, and the consort is now an immigrant?

It has been known for monarchs to arrive as migrants when you shouldn't actually be getting one. They will just lurk around doing things (Or begin making mandates out of the blue), i don't remember which, someone whos actually experienced the phenomena will be able to help more

Because they arrive as a migrant and don't show up until you meet monarch requirements -_-
