Assuming he can hear the ruckus on the deck, Rudra makes a Knowledge (Planes)(+24) check to know about Baator's "delivery services", and how likely it is to be a trap...
He also makes a knowledge (Planes) check to identify the creature itself (+29)

Knowledge Planes - 10+24=34

Damned Delivery is one of the few actual no-strings-attached-EVER services Baator provides. Originally for devils to get the price for Faustian pacts from Hell to the contractor, imps with their Teleport ability zip between the planes to deliver their goods. The devils are bound by contract to tell whoever is to receive the delivery exactly what they are going to get and must announce in a clear voice any and all disclaimers, side effects, and actual effects their package has. Delivering less than 50 pounds of weight is a standard delivery.

Knowledge Planes - 10+29=39

The creature floating above the deck is an imp.

Luke continued talking with Lucus. "Well... yes and no. I suppose I don't really know the exact details." He avoided the question only to be interrupted by an imp. Luke heard the explosion and hastily flew up to the upper decks of the ship.

He saw the devil, and pulled a sutra of destruction from his jacket pocket. His voice was filled with disdain for the creature before him, "Why are you here?" He held back the sutra impatiently, waiting for it's reply. He started to wish that he brought his crossbow along, but he knew that if there were more he needed to act fast. He didn't see any other devils, just the lone imp.

Bael grimaced. Breakfast would have to wait.

He arrived on the deck a few moments after Luke, Jhondryr on one side, Ria right behind him...

She was wisely carrying Baels bow, and handed it to him gingerly.

"I knew there was a reason I fell in love with you." He said, giving her a quick kiss.

"Hiya! 'Bout time someone showed up here! I think that wizard guy's mute, he won't speaketh. Like I just said, I'm from Damned Delivery and want to deliver this package from 333 Corruption Plaza, second layer of hell Dis, Baator, Outer Planes to Altaria(Wave Dancer), Middle Ocean, Material Plane. Who's Kanesrae the elf? Also, lover elfs! I know that you and your mortal feelings are overpowering, but please! There are under-aged* people** here***!"

*Under-aged compared to other devils, and does not include, preclude, nor conclude any observations, theories, or hypothesis that claim devils even have under-developed individuals.
**'People' used very loosely as 'humanoid creatures with intelligence scores of greater than 4'
*** 'Here' may or may not include Astral Projection, Calling, Summoning, Gating or other methods of Plane Shifts.

Rudra sighed, set down his utensils, and left his breakfast to head up to the deck to see what the imp wanted. He didn't bother to rush; there wasn't much point being abovedecks before Rae got there.

Luke pocketed his sutra and looked at the imp with an irritated glare. "That's it!? I thought we were under attack!" He sighed after yelling at the poor imp, who was probably scared of the winged man that was flying at him. "Kanesrae's still below deck. I'm afraid you'll have to wait until she wants to come out if you want to deliver it in person." Devils irritated him to no end, even if it was a legitimate service that acted both in and outside of Baator. "You should really ease off the explosions when you show up. I was ready to attack you."

"It's not my fault* that you** cast a Hallow spell*** on the ship****! That's what caused***** the large sound to happen! I had to force my way into the Circle against Evil effect it created!"

The imp complained indignantly.

*My fault being only the most direct of cause&effects
** 'You' may or may not mean any of the listener's party/family/relatives/friends/acquaintances.
*** Or any similar effects.
****'Ship' does not have to mean an actual seafaring ship.
***** 'Caused' could be a less direct connection than the average listener may expect.

Bael idly twanged his Moonbow, sending a musical peal through the air.

"...I suppose the messenger cannot be blamed for the message he carries.

But, I tire of this little Demon-Dog already. Would it mind if I shot at it?"

"Just let him deliver his package. He'll have to announce what it is anyways." Luke waved his hand at the creature as if he was dismissing it to go about its business.

((I assume that my knowledge is high enough to know what Rudra knows about the service. I'd get a 41 if I took 15.))

Bael put a hand to his chin. Perhaps this was an 'Urban' ranger. He had heard some stories of them, before. Indeed, he had not noticed the man was a Half-Elf until this moment. His gear was free of the erosion that might have come from long travel overland, but much more battered, suggesting what he missed in exploration, he made up for in desperate fighting.
((Actually, Lucus has spent the last 35 years of his life traveling through the wilds, only stopping in cities when really necessary. His armor would be rather worn, but well taken care of.))

Lucus followed the others up onto the decks in time to hear Luke's instructions. He frowned at the sight of the imp, but made no move to attack it.

After a few moments, Rae trudged onto the deck. "What do you want from me?" she asked the imp rather plaintively, keeping her eyes on the deck of the ship.

(I've been busy all day and now there's like four million replies to comb through... :P)

"Oh, hey. I've got this package, so please take it. Not only it is damn heavy, but also I can't take it off myself. It's a pouch of gold (3000 pieces, to be exact.), and a piece of nonmagical nonglyphed nonruned paper with writing in pen on it."

Rae took the package warily. 3000 gold... She knew what it was for. Now she felt even worse. "Thank you. I'm sorry you had to come all this way to deliver it..." she said before turning around and heading back to her blockaded room in the hold to read the letter.

"Delivered, and witnessed. I'm going now!"

The imp teleports away.
