Prison = Dead Sentence dying by thirst

Why?
I got 50 idlers around and they still dont deliver water.
Well is next to prison and 30 buckets are there too. :(

Try making a food/drink stockpile right next to the prisoner - works for me!

Here's some prison science:  put a booze stockpile right next to the chains, where the prisoners can access it.  This will keep them from dehydrating, and also make their prison sentence a little happier- thus reducing the odds of a tantrum spiral.

Also, if the main crime is "violation of a work order"- find the noble who's sentencing people, and either meet his demands or send his soul to Armok, whichever is more convenient.

Make the roof of the cell open. Make the opening a Pond. If They dont drink nice and fast, theyll drown.

Here's some prison science:  put a booze stockpile right next to the chains, where the prisoners can access it. 

Or make a waterhole (channel designated as a pond) right next to him. It has the nice advantage of being fully automated (while the "barrel of booze" method needs some monitoring)

And never, NEVER use cages. I never had one caged prisonner survive, while most chained prisonner get out of jail alive. apparently, dwarves don't like to bring water to a cage.  :-\

There are weird issues when you make lye. Have not done !!science!! but it seems to me that creating lye creates water and lye in the bucket. The lye is transferred to a barrel but the 'water' in the bucket can't be used for drinking and the dwarves don't really dump it out. It may just be a super low priority job, as I have had forts where the lye makes use up all the buckets, and after a few in game months I can make more lye without making more buckets so I am not sure. in the stocks menu, expand the list of buckets and get a description to see if there is anything in them.

I've had success with deconstructing the chain.  The prisoner runs off to grab a drink, which he usually gets before the captain of the guard goes to chain him back up.

This is well known issue that I really hope Toady fixes in the next version of the game.  There are some convoluted ways to get the dwarves to dump the water from the bucket, related to taking it to a trade depot somewhere.  I think it's also possible to empty the buckets by using them for milking.

On topic though, yeah, this is a common problem with prisoners.  I had a baroness once that kept throwing people in prison for not making her crap.  She was also one of the most dedicated to bringing them food and water in the jail.  It was kinda funny and horrible at the same time.  Especially that time she was bringing water to a prison just as he died of thirst.  She got an unhappy thought at witnessing death, and was later haunted by his ghost.  I love this game.

I've found that setting up food and water stockpiles within a tile of the chains does indeed go a long way toward preventing this.  It seems the give food / water job must be one of the lowest priority tasks in the game.

I have no expirience whit this, but as far as i know, just make a little water zone on one side and a little food stockpile on the other side, that should do it i guess.
(also, engrave your prisons for more happiness)

It takes some time to build (unless you have aquifer), but You can build plumbing under the cells, and build a well or a floor grate in each cell. Remember to use only depressurized water. Prisoners won't die of thirst, but still need food.
While you are at it, extend the plumbing to a few hospital wells as well.

What I tend to do when my forts are mature and I have access to magma is to mass dump all my buckets when I get job cancellation spam, and remake a ton of them with a cheap metal like lead or copper. far less micromanagement and ensures that I don't get help up from making soap. I have also had good luck with making prisons into baddass hotels - a 3x9 or 6x12 etc room with a chain in the middle of a 9x9 floor area, bed to one side, and 'stripes' of food stockpiles the length of the room. One has only drinks, the other has only prepared meals. Engrave the walls and put expensive statues in the room. The 'prisoners' will be happy with all the company from people coming to drink, the value of the room, the bed and all the food they can eat. Seems like overkill but I would rather lose a dwarf to a hilarious accident or spontaneous dismemberment than to dehydration because you can't alter the priority of jobs, especially when your nobles are demanding items you can't produce. Think of it as the revenge of the working class.

Engraved 5x5 with food stockpile, statues, 4 chains, 4 beds, well in the center, waterfall on top of the well.

I wanted to give them a table and chairs too, but the rest of my dwarves started to ignore the huge hall and go to the jail to eat. >:(
