I've really lost the beat on fluff here.

Research:
Develop a size 4 space lab module.

[Electronics Expert] Using the already researched anti-missile warheads as a basis, develop a short-range anti-missile module for pure defensive use.

Devise a method of cargo attachment that doesn't require internal cargo space.  Space-worthy duct tape, if need be.

[Thruster Scientist]  Large thruster:  More power. (3k)

Other:

Accept trade with Nirur.  Launch the Explorer in question with Scotonaut 3 and 4 and his provided Taikonaut to MEO, and land it at Nirur's base and let him keep it.

Build another Explorer while we're at it.  (7400) Can I get an official recalc?  The one I did is here.

I've changed my turn slightly to buy a pair of test modules for Toaster's shuttle. Hopefully that will be enough redundancy.

Launch:

The Hyperion launches succesfully, and also manages to deploy the SEA sattelites easily. Unfortunately it burns up during reentry.

Launch 2: Launch a SEA satellite into Mars orbit with a Redstone II. Have the SEA satellite take pictures of the surface of Mars.
The Launch is succesfull and the SEA sattelite arrives in Mars orbit, where it begins to make a better map.

Astronauts:
Spend $4000 on getting astronauts of at least 0.7 quality
Astronaut cost: $4000
You only find 1 decent astronaut. There even was one who could make one of the ornamental model rockets explode while just looking at it.

Spend $4000 on recruiting more scientists (preferably fuel or payload scientists) You get one fuel scientist and one other scientist( Payload is a bit too broad, please specify)
Attempt to repair relations between the US and Scotland. You are unsuccesfull in your efforts.

CHASE

Research:
Lab 1st floor: Research external cargo clamps that take 1m of internal space. Work here goes fast.
Lab 2nd floor: 10m fuel tanks. Work here goes extraordinarily fast.(Nat 100, grats). Scientists think they can increase it's capacity withh 33.333...%.
Lab 3rd floor (Shaiming Hu): Improve the spacegym's stay duration. Work here goes quite slow.
Lab 4th floor (Specialized for space stations) (Yi shing): 4m sleeping quarters module using my data from the small one. (I'll want to be able to keep people in space for at least three months three years from now. If this can easily be done with two bunks per quarters, good, otherwise keep it at one.) Work here goes quite fast.

Design & Production
None.

Construction
Upgrade mission control's Taikonaut coordination to improve their success chances. ($5000) Done.

Missions:
Send Taikonaut One to help Toaster fly an Explorer Mk II to me if possible and wanted.
The launch went well. Though the reentry almost failed (saved only by the pilots skill).
If everything works out well, launch a joint mission with Toaster using the borrowed shuttle. Taikonaut One may fly with his crew. Taikonauts Two and Six will fly for me, as well as either one of his crewmen for xp, or Taikonaut Eight.
The other launch well too. Though this shuttle too, had reentry problems.
   Both shuttles will carry three space suits, provided by me ($1500)
   My shuttle will carry two 1m station modules, empty save their dual docking bays. ($1200)
One of the modules was dropped during the ascent  and dropped back onto the landingpath but without hurting anyone.
   Toaster's shuttle will also carry two 1m station modules with dual docking bays. ($1200)
One of the modules was damaged beyond repair.
   The mission is to test running a joint mission with DWARF and iron out any snags assembling stations before the real mission.
   Taikonauts One and Two will remain as pilots and leave the spacewalking to more replaceable personnel. (I realize that they'll all probably have to suit up before anyone can leave the shuttles.)
The Spacesuits worked perfectly. The first assembly didn't go that well, resulting in the damaging of one of the airlocks. The second time, using the other airlocks the lock did work and sealed good, even though they couldn't test the airthightness.
   The shuttles should each carry two sets of spare batteries and oxygen tanks for the suits. ($600)
   The test structure is expected to have an unstable orbit and burn up in the atmosphere at some point.
The structure dropped into the sea whitout hitting anyone.

Taikonaut Recruitment:

The launch goes well, and the sattelite is dropped in Geo.

Other
Film a promotional video of STARS, using this years launch, taped speeches by the main members and other such stuff for the Conference that will be held by ASTRO. (4000+PR)
It worked well. You even got a small speach of the Generallismo.
Gained Promofilm (Grants a +50 bonus to a PR roll) (Grats on critting that PR roll)

More questions:
I think you said somewhere that I'll be able to put rooms into blank station hulls after they're already in space. Is this correct, or did I imagine it?
Can I get a rough idea of my chances of recovering an empty space station hull if I launch it one year early and nobody tries to "salvage" it? Three months early? What about an unmanned cargo rocket carrying the parts?
Updating station pieces with newer tech is as easy as launching replacement parts, right?
What's likely to happen if I leave people in space for four months when my scientists suggest no more than three months (In case of a failed crew swap mission)?
