A 2 stage rocket isn't a single stage rocket that's double as high. A 2 stage rocket looks more like 2 singlestage ones stacked on top of each other. Each stage has seperate engines and fuel tanks. Also the max height of a single stage hull is 10 meter So yours would look more like:

However, you can design booster rockets and swap those between different design. Also you can create an offshoot off a certain design, which will get a bonus based on the " experience" with the previous rocket. ( negative bonusses are possible)

Two mathematics-related comments I wish to make:
  • Ghazkull, the Regained II has a weight of 1375kg, not 1275 so it can only take 125kg to space
  • 10ebbor10, I did a few calculations and the Spear Mk II design you put up can put 1551kg into space (the cutoff is between 1551kg and 1552kg)
Also regarding research, is there going to be any "pure research"? And are there going to be things that can't be researched on Earth (like docking systems)?

Also, at your current tech level your singels tage rockets can only be 10 meter high.

Pure research: Dependson what you want to do( I'm actually making the tech tree up as I go along)
Most things can be researched on earth, but some only theoretically.

C.H.A.S.E. Yearly report

Research:
Lab 1st floor: Practical solar cells. Solar cell research goes fast. Soon the lab is filled with solarpowered airplanes, rockets and other little stuff. The scientists calculate how much surface area they would need to power the sattelite. Saddlt they're are rather fragile and the stuff they need to be packed in with weights quite a lot.
Lab 2nd floor: Re-usable primary phase rocket chassis[0.39] Your scientist are set to work designing a reusable rocket chassis. The problem is that it should survive the crash back to earth. Saddly the heath shield is rather cumbersome.

Missions:
The Rocket takes of rather sluggishly, but no major problems arise. The sattelite is properly dropped into LEO and begins transmitting its signal around the world.

Other:
The press conference goes exceptionally well. Important figures from around the globe are present and the press easily found your locations, thanks to helpfull signs placed every 10 meter.
Most of the people are listening to the radio reciever in the middle room, which is emitting a low Beeb every 10 seconds, the location signal of your sattelite. But they haven't seen the true possibilities of this sattelite. You flick a switch and the Beeb cuts out. Several seconds later the national Anthem is faintly heard in the room. I takes them several seconds to realise it's coming from the Radio.
You clarify the uses of your sattelite, and tell them the signal will be recieved across the whole of CHina. Then you hand the microphone to one of the more important peoples so that he can give a speach to the whole of China.
