Oil fortress?

Would it be possible to add:

1.  A item that makes swimming or rather traveling over ocean tiles, possible. Kinda like a 1 man boat that the dwarf hauls, enabling him to swim.
2.  Add oil patches to the sea
3.  Make small oil extraction workshops over these oil patches

I feel ocean embarks have to little to offer. Is there any difference between sea terrain?

There's currently no way to make custom buildings buildable over/in water, or multi-z-level buildings, or require an inorganic material beneath a building, so even if you added pockets of oil to, say, calcereous or siliceous ooze soil types, the most you could do would be tunnel underneath them and carry them back to a workshop, which would be silly. So unfortunately Dwarf Oil Tycoon shall remain a pipe dream (hurf like oil pipes see) Tar sands, on the other hand, are totally doable, and even historically justified.
