Is it possible to collect sand from an area even if there is some cave moss covering it?

No, you need exposed sand.  Pasture a grazer there, or just make the are a meeting zone so the moss gets trampled.

Or, if I remember correctly, dwarves can collect sand through a paved road. Maybe.

If nothign else, build a wall or floor there, then tear it down and you will have the sand exposed again.

Once you clear it build a floor grate on it.  You can collect sand through the grate without more cave moss growing there.

You can also always collect sand from a staircase in sand, even if the game describes it as grassy/mossy. Almost as if the staircase is a hole in the ground which exposes sand for harvesting ;).
