How do i make a alert alarm?

how do i make a alert alarm so my dwarfs go into the fortress ?

Define a burrow that encompasses all of the area you want your dwarves to be safe in (note, do not assign any dwarves to this burrow!). Then in the (m)-(a) screen select the alert that you want to be your "safety" alert (or create a new alert at this time if your want) and then press right until the name of the burrow you just created is highlighted. Press enter. Then any time that you wish to turn on the alert simply go back to the (m)-(a) screen and hit enter on the name of your "safety" alert. This will then confine all civilians to that burrow. In order to turn off the alert, simply re-select another alert other then your safety one with enter and it will release them to back to wherever they want.
