Butcher by-products don't go onto refuse pile?

I have a butcher's workshop outside, and a refuse pile nearby. I want to get my dwarves to haul things like bones, hair, hooves, skulls, etc to the refuse pile, but for some reason it all just sits in the butcher's shop and clutters it...

Do you have the stockpile setup to only take those items you want in there?  Regardless, things do seem to get cluttered up a bit.  A thing that can cause that is not having enough stockpiles empty so they have no where to to put it so they just leave it there, or not having enough barrels and other containers available to put the items in.  I believe you need barrels for meat as you see "meat barrels" when you're selling to merchants and such.

It counts as refuse, and if the dorfs are set not to collect outside refuse then it stays in the workshop.
