I've had my fortress for more than two years now, and absolutely none of my dwarves have gained any experience other than dabbling in conversation. Bah.

It depends on how much off time they have, One of my miners hardly never works and he's finally novice (It's been almost two years).
Frankly I agree with the slow progression, otherwise you would have alot of full stat-legendaries just from the being unemployed.

Children seem to gain it faster - They are getting their first stat increase in 2-3 years.

I can see social skills becoming dangerous to my fort. I have many unemployed and hauler type dwarves in my fortress, and so they are gaining social skills quickly. This also appears to be increasing their stats as well, as I have a Super-Dwarvenly Tough peasant who has never done an ounce of real work in his life.

This could be bad because I can see an Ultra-Mighty, Legendary Liar peasant getting into an argument with someone and flicking their head right off their shoulders.
