Evidently dwarves can chat while the game is completely paused. If you pause the game and then start designating areas to be mined (with the mouse, checking to see if it occurs when not using mouse) they will gain experience from chatting. I'll upload a movie of it in a minute, after I check to see if it occurs while using the keyboard.

EDIT: Apparently it's a mouse only bug. Starting a new game to make a clean movie of it.

I really think this is one of those bugs that really screw up the game. This should probably be fixed ASAP.
