I'm trying to place some floodgates, and there is stone on the tile I'm placing it at. Now, the stone was forbidden before because I didn't want the dwarves to wander around in this area, and so I've reclaimed the stone. Some of the floodgates I've placed like that got constructed, but the others are giving the same error message: item blocking site.

It's weird, since the other floodgates got built, but these ones aren't, even though I did the same for all of them.

The layout looks a bit like this:

= is wall
. is empty tile with stone on it
O is wall
X is floodgate


=.=
=.=
=O=
=X=
.....

I put the wall there and then immediately suspended the construction in order to keep my dwarves from trapping themselves in. There is a stone on the X tile that is reclaimed, and all the other stone around it is still forbidden.

So what's keeping the dwarves from picking up the stone and moving it out of the way? All the dwarves have stone hauling enabled, and they've done it for other floodgates I've placed.

Any advice would be appreciated

Most probably the stone is marked for use in the wall you have suspended...
