Maybe imports limited by Com?
There are other mechanics to do that. One of them is the fact that you will be buying food from other players. The market doesn't sell nor buy food except in special circumstances.

-Barrage(Produces 5 power, requires river): 1750
-Windmills(+1 power, double on hills and coastal waters) : 750
-Gas power plant(+5 power): 1250
-Oil power plant(+10 power): 1000
-Solar power plant(+1power,double in deserts) : 750
-Irrigation system( Irrigates +2 tiles with river, +4 with barrage/lake) 5 power: 1500
-Labs: 2000
-CIties : 1500
-Ruined cities: 250
-Shops: 2000
-Harbour: 4000
-Nuclear storage 5000

How a typical turn would look:

Building and rectruiting:
Here you can build and recruit units you know the price for. Every building requires one industrial capacity and a sum of money. Some units require industrial capacity, but not all do. Some units require  special buildings.

Projects:
Anything that hasn't got a price tagged on it and that isn't a technology goes here. Please give a short descrition of what you're trying to do/build, the budget and the amount of Ind capacity dedicated to the task.

Research:
Just give the researches a budjet and a project. One project per lab.

I have another question regarding this: if I combine two terrain types (such as a hill and desert) would that use up 1 LP or 2?

More rules and explanation:

Weather:

Weather is rolled in 2 fases: temperature and dryness. It is rolled on a d?? scale on which the temp/ modifiers are added. Rolls will be hidden.
Extreme weather can and will damage crops/ land tiles and other:
Dry: Water levels fall , farmland suffers
wet: Floods,mudslides can occur, water leves can be restored.( Glaciers regrow if combined with cold)
Cold: Farms suffer, glaciers restore
Warm: Glaciers melt, water levels fall.
Rising temperatures will modify the weather scale, resulting in more extreme weather effects.

Polution:
High levels of pollution might cause disasters. (Smog causes lung issues, pollution of farming fields,...). These effects can be reversed

Alright, I've modified my application in light of what you told me 10ebbor10. This should use 50CP.

Main post updated with rules.

It looks fine. Haven't recalculated though. One note: There was a change in the rules(forgot to update main post).
You only need one city per Agr Ind or Com building.(That means you only need 4 cities, not eight)
