I guess it depends on how it's done.  I was always under the impression that there's a wealth vs population check at the time of the dwarven caravan visit, and then migration occurs depending on that.  It always seems like big valuable artifacts increase the next migration wave's size.  I just figure if that's correct and my birthrate is negligible and my wealth has increased tremendously since contact was cut I'll be due for a huge wave.
