Dwarves won't clean

I had several Dwarves with only cleaning labor active and those litter buggers were hanging around with "no job" instead of dealing with the bloody mess in front of my barracks.

The only time that a dwarf made any progress was when the leader was in a meeting with the trade liaison.
Conducting Meeting -> cleaning -> Conducting Meeting -> cleaning ...

Seems like he was embarrassed when the liaison saw the mess  ;)

I have a save of this meeting if needed.

Cleaning job seems to be doled out completely randomly, and rarely. Except when there's an unclean spot the dwarves can't reach, in which case they'll spam you with "Cant reach area to clean it, boss!" messages constantly.

same here...
many people have no cleaning jobs (clean blood, clean traps)
still only one time did i see a job of cleaning a spot where a possessed dwarf was killed

and the dwarves assigned to clean are just standing around sometimes with no job
