You have to make a well over water.

Dwarves would prefer to drink booze over water, though. Assign at least one dwarf the "brewing" labor, build a still, and query it to brew drinks, and he'll brew most of your vegetable goods into booze for his buddies.

Filling a well manually is the same as filling a pond. You need at least one dwarf, at least one bucket, and a water source of some sort, like a murky pool, river, lake. or aquifer. Buckets can be made from wood. Once you have those things, you need to make a zone over the well; zones are made using the i-cursor by scrolling over one corner of where you want the zone, hitting ENTER, scrolling to the other corner of where you want the zone, then hitting ENTER again. Once the zone is made, still in the i-cursor, scroll over the zone you just made, hit (p) to set it to be a pit/pond zone, hit (P) to change its pit/pond settings, and hit (f) to set it to be filled.

Once this is done, a dwarf will get a bucket, move to a water source, fill the bucket, take the full bucket to the pond zone, and throw the water in. Each bucketfull adds 1/7 depth water to below the well; this may evaporate if the distance between the well and the water source is too far. Also, once the well is functional, the dwarves might decide to attempt to fill the well from the well. This, naturally, won't work, but they don't know that, so forbid the well until it's actually full.

Ideally, your dwarves should never need to drink anything but booze.
Most crops can be brewed into alchohol with a still, brewer, and a few barrels or rock pots.

shame on yourself for forcing the unholy substance of water on them, which should only be used by those whose wounds prevent them from consuming any of the drinks of the gods (though i wonder which god would drink sewer brew)
