Ye know, being an usurper overseer gone mad with power isn't too bad. It's honestly not that different from being a normal overseer.
To summarize:
They do an epic face. If that fails, they beat said object to death with their beard.

Oh, I misread you then. I thought you were unsure about only the job time being affected.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

the question was about skill in general, there was an earlier post about skills influencing quality, so I though to post about speed and the special circumstances of mining

edit: some constructions (wells, maybe others) use 'mason'/'carpenter'/'metalsmith' for their quality, also.
These don't really use the mason/carpenter/etc. skill for their quality level, instead the quality level is determined by the Architecture skill of the dwarf that designs it.

I wasn't altogether sure. I seem to recall sometimes getting an 'X has created a masterpiece' message when wells have been built, and on the wiki:
